Congress is working on the difficult task of reforming Medicare policy as part of its agreement to balance the federal budget by 2002. Among the proposals is to increase the eligibility age from 65 to 67 and to increase the premiums for healthy recipients.

Clinton proposes to cut the budget deficit by increasing taxes on energy consumption, but his plan will not pass the US Senate unless the tax is reduced. Complex compromises which may exempt industries will make the tax difficult and expensive to enforce.
