EC member nations officially opened their borders to intra-EC travelers in Jan 1993, and many Europeans took advantage of the chance to travel without their passports. Many of the cross-border travelers went on shopping sprees made possible by liberalized import rules.

Article Abstract:

Kantor's threats to forbid EC firms bidding on US government contracts and to withdraw from the GATT rules about public procurement will have farther reaching detrimental economic effects than he realizes. US anti-dumping laws for the steel industry are also discussed.
