A management approach for allocating instrument development resources
Article Abstract:
Instrument development for deep space missions is a complicated process and science instrument managers have to make decisions about the allocation of resources. The Cassini Science Management Plan is a new management approach used during the NASA Cassini mission to Saturn. This approach was compared with the Mars Observer's (MO) approach. The exchange system experienced some problems and a mechanism would be required to cover the Development and Operational phases of future missions.

Space exploration policy: towards an operational vision
Article Abstract:
An analysis of the historical and social context of space exploration policy seeks to reconcile a contradiction between the visionary grandeur of space and public perception, which sees space exploration as the political baby of a few special interests. Space policy is somewhat outdated in its exclusive interest in science and technology, and needs to account for social factors in its planning. Suggestion are included.
