AHST 1983 Conference
Article Abstract:
The Association of Health Service Treasurer (AHST) of the United Kingdom was addressed by Roy Griffiths concerning his report on the National Health Service at the AHST Conference for 1983. The emphasis of the Griffiths' Report is on improvements in and expansion of management accounting in the NHS. He recommends an increase in leadership by centralizing authority to speed up the slow management process. Discussion centered around whether Griffiths' proposals were feasible, cost- effective and whether they would ruin the NHS by ripping it apart. Doctor Donald Acheson addressed the group on developing community services during a period of cost restraint as the chief medical officer of the National Health Service. He discussed five methods of managing this: 1) making economies, 2) by transfering funds from hospital resources, 3) securing new finances, 4) passing the buck by giving up and closing places and 5) mobilizing the volunteer sector. Chief Secretary of the Treasury, Peter Rees, stated that health services would be a high priority budget item. Value for money needs to be demonstrated. Rees commends the Griffiths' Report.

Article Abstract:
The Financial Data Processing panel of the Chartered Institute of Public Finance and Accountancy has expanded its role to include management systems, processes and techniques and, therefore, has changed its name to Management Information and Computing Panel. It is hoped that this will enable a policy-oriented approach. The reviews will follow the Financial Systems Reviews, meaning a discussion of issues, the use of computing technology and then, possibly, case studies. Microcomputers and other additional computer expansion will be targeted subjects when the Panel assesses the impact of information technology in the public sector. Implementation procedures, making purchases of computer technology and training the accountant in computer use are other topics to be considered by the Panel.
