Article Abstract:
Ian Dyson, Treasurer of the Barnsley Health Authority of the United Kingdom, is the new chairman in 1984 for the Association of Health Service Treasurers (AHST). His background in management accounting is evidenced by his comments concerning the need for treasurers to be more involved in the management of local health care services. The link with the Chartered Institute of Public Finance and Accountancy (CIPFA) and the AHST has improved with the appointment of a CIPFA Health Service Advisor. The biggest challenge will be to follow the recommendations of the Griffiths' Report and to deal with manpower targets. Privatization has affected morale. Information systems will be necessary, but the process is very slow in standardizing systems and implementing them.

Griffiths: How Big a Change for the NHS?
Article Abstract:
A conference organized by the Association of Health Service Treasurers and the Chartered Institute of Public Finance and Accountancy in the United Kingdom brought treasurers and health authority chairmen together to discuss the Griffiths' Report and its effects on the National Health Service (NHS). The range of opinions on the report spanned the spectrum. The effects of the report would reorganize the National Health Service, but the degree of reorganization is not clear. Management changes are the major focus of the report, emphasizing general managers over consensus management. Many felt that parts of the report were acceptable, but that it would be difficult to implement across-the-board.
