Commercial airline industry officials are debating the effectiveness of deterrence versus the necessity of weighing economic realities while pondering the problem of protecting their industry from terrorist attacks. It is believed that the industry needs to combine systems and measures for enhancing airline security, and to serve as a deterrent to terrorist attacks.

Senator Barbara Boxer (D-California) has warned that terrorists have vowed to attack airliners and the Bush administration has become too slow in protecting commercial airliners from being shot down by portable missiles. The technological issues faced by manportable air defense systems (MANPADS) and the Russian SA-7 are discussed.
