We must stop treating people like cattle
Article Abstract:
It is a tragedy that the Navy is losing experienced, high quality, dedicated and talented sailors to the private sector because of preventable and unfair issues relating to employment practices. For example, a warrant officer who has served the Navy for 24 years has opted to resign because of fears he will never be promoted and because there is virtually no shore duty for warrant officers. In another example, an outstanding aviation mechanic whose orders to a shore-based squadron were changed was never informed about the change. If the Navy does not stop treating its personnel like cattle, it will be impossible to win the wars of the future.

Why can't we build quality software?
Article Abstract:
The emergence and rapid mainstream acceptance of ever-improving information technologies is challenging traditional Navy procurement methods. The Navy's use of conventional techniques to acquire software has resulted in little to no software-system testing or quality assurance. A naval line officer believes that the Navy should establish and enforce rigorous software development standards to ensure that the resulting programs fulfill their intended purpose, which is to improve operations.
