Arms control needs overhaul
Article Abstract:
The US needs a new approach to arms control in view of the problems with the existing arms-control agreements, such as the Anti-Ballistic Missile Treaty, the Strategic Arms Limitations Talks and the Strategic Arms Reduction Talks. This new approach to arms control should reduce the emphasis on formal agreements and numbers of weapons and stress security arrangements. Further, it should be centered on traditional diplomacy to reverse the previous strategic-arms-control process.

The U.S. merchant marine and maritime industry in review
Article Abstract:
The US has been transformed more profoundly than any other state in the 20th century, and no industry has witnessed its fortunes decline so dramatically as has the US maritime business. In 2000, US national-flag carry less than 3% of the nation's foreign commerce although the US is responsible for 25%-30% of all global trade. The US merchant marine industry's failure to adapt and evolve to changing political and market conditions is inexorably bringing it to extinction.

Network-centric concepts can guarantee access
Article Abstract:
Inexpensive, simple, but deadly sea mines remain a continuing threat in littoral warfare. Despite the development of numerous technologies which have decreased the significance of mine threats, the Navy must develop a data network that will rapidly link mine warfare combat direction systems across all mine warfare platforms and the other units in a force. The ultimate goal of network-centric warfare is increased combat power, including all aspects of mine warfare.
