Article Abstract:
The trust, esteem, respect and autonomy enjoyed by naval chief petty officers has been diminishing since roughly 1995. Traditionally, chief petty officers have been given the freedom to exercise their independent judgement with regard to the supervision and direction of their divisions, where they oversee personnel and material assets. This has changed because of a number of factors. One, the drawdown of officers especially in the surface warfare community has created an unhealthy rivalry among junior officers. Two, the use of computer technology in daily division operations has reduced or negated the need for hands-on leadership in many training subjects. Third, many chief petty officers appear to have forgotten the purpose for which they were selected.

Loss of numbers was a punishment
Article Abstract:
Loss of numbers was eliminated as a court-martial punishment for the Navy in 1999 because it had little consequence on the officer in question, but it may have been more important than once thought.
