Local government, universities, and companies are able to issue non-government bonds. UK investors can include coporate bonds in a personal equity plan (Pep) if they abide by a number of conditions such as sticking to UK corporate bonds and purchasing bonds with a minimum life of five years. Bonds are given credit ratings, though not all companies apply for such ratings. Debentures are safer bonds than preference shares which are similar to bonds.

The UK government has changed tax regulations relating to personal equity plans (Peps) to allow bond funds to be included. Bonds can be useful investment vehicles whether or not they are part of a personal equity plan. They represent less risk than shares, though some risk is involved. Bonds are effectively loans, with investors receiving interest and repayment. Government securities (gilts) are safe investments but cannot be included in Peps.

Investors should also be prepared not to sell their investment within some two years. The top yields may not be the best quality investments and more security may be gained from lower yields. Charges are an improvement on unit trust Peps.
