Cartel busting
Article Abstract:
An agreement between the Russian government and De Beers has ended and this could affect De Beers' control of the diamond industry. De Beers runs the Central Selling Organisation (CSO) a cartel which controls diamond supply. The CSO will control only half the diamond supply rather than three quarters if Russia decides to operate outside the cartel. The CS buys some nine tenths of the diamond output of Russia, but large amounts of diamonds have been bypassing the CSO. Russia could sign an agreement which would help attract foreign investment to diamond mines. Meanwhile, other miners such as BHP could threaten the cartel.

Diamonds: investors' new best friend?

The world diamond market has seen a downturn in prices, but price cycles are normal for the industry. Russia has rejoined the Central Selling Organization (CSO), and there is greater stability in Angola, and both of these developments should help diamond prices. The CSO has been accused of operating as a cartel, but smaller producers see it as providing stability. Political stability has helped boost diamond exploration activities, and De Beers is especially involved in this expansion.
