Article Abstract:
Roscoe Barlett, chairman of the House Armed Services Committee projection forces subcommittee reported in April 2006 that Congress is not increasing the total Navy shipbuilding budget sufficiently to fund the cost of a Navy plan to form a 313-vessels fleet. He also said that companies has to lower the cost of Navy ships by modernizing their shipyards and building commercial ships, spreading fixed overhead costs over more vessels.
