Clark calls for reform in shipbuilding practice

Adm. Vern Clark, chief of naval operations, has asked the Congress to hold hearings on the increasing costs of naval ship production stating that the Navy requires far less ships than he once estimated. He also promotes acquisition and budgeting reforms, including multi-year procurement, economic order quantity, and other measures that would help to stabilize the production, reduce the per-unit cost of ships and increase the shipbuilding rate.

Article Abstract:
Rep. Randy Forbes, a member of the House Armed Services Committee (HASC), reported that Pentagon's proposal for the fiscal 2006 budget is expected to give Navy short shrift at time when threats are increasing. DOD's proposed 2006 budget would delay funding for the next-generation CVN 21 aircraft carrier by a year- a move that would cost the Navy about $1 billion.
