Coded warning for Roscos
Article Abstract:
A code of practice for United Kingdom rolling stock companies (Roscos) has been proposed by the railroad regulator, John Swift. The regulator has decided against recommending regulations of UK Roscos, and this decision led to a rise in the stock price of Stagecoach, which owns the Porterbook Rosco. The Office of the Rail Regulator (ORR) is likely to develop a framework for a code which the Roscos will be asked to respond to. The deputy prime minister, John Prescott, is to decide on whether to adopt the recommendation of the ORR.

What Prescott plans for transport

The United Kingdom government aims to increase usage of public transportation and reduce usage of cars. Road congestion is an increasing problem, road building is expensive, and rural land is a scarce resource. The environment and transportation minister, John Prescott, will not wish to alienate car users, and this limits his scope for action. He may provide funds for local government to promote public transportation, and could extend a program of partnerships between bus operators and local government.

Prescott's White Paper packs a punch

The United Kingdom government has issued a White Paper on transportation policy, which aims to promote usage of public transportation rather than private cars. The policy document has been welcomed by railroad and bus companies, but it includes measures to control these companies if they do not perform adequately.
