Article Abstract:
A proposed increase in US troop strength will require the US Department of Defense and Congress to organize the required funding according to Lt. Gen. Franklin Hagenbeck, deputy chief of staff of the Army personnel. He cautions that unless there is a top-line increase in the Army budget, any funding of military end-strength could only come out of research and development (R&D) accounts, which would be damaging in the long run.
