European cooperation in military space
Article Abstract:
The end of the Cold War, coupled with the rise of several potential military threats, has forced Europe to reconsider its policy on the military use of space. Traditionally, European countries relied on US satellites to gather intelligence data and to provide defense coverage. However, it has become imperative that Europe consider establishing its own military satellite network. One of the major challenges European countries can expect to encounter in developing such a network will be how allocate the use of satellites and the information they gather. Several recommendations on how Europe can formulate an equitable military satellite program are discussed.

Thoughts on European GNSS options
Article Abstract:
The European Union (EU) has launched a program for the deployment of a Global Navigation Satellite System (GNSS). The European Geostationary Navigation Overlay Service has been designed to augment the US Global Positioning System and the Russian Global Navigation Satellite System. The EU is also planning to develop a civil and globally controlled satellite system called the GNSS-2. The EU aims to accomplish its program either through a joint venture of all major GNSS partners, a partnership with one or two major players or an independent development of its own satellite system.

Reshaping European space activities
Article Abstract:
Europe needs to restructure its space activities and amend its space policy making process to remain an attractive partner and successful competitor in global markets. The European Space Agency, which is expected to lead the European effort for strategy development and policy making, has already taken the initial steps towards these goals through its Ministerial Council meetings in 1997 and 1998. One of these initiatives is a series of consultations with main players in the European space industry.
