Evolution of executive branch space policy making
Article Abstract:
Presidential behavior with respect to the civilian space program policy has undergone continuous changes since the 1970s. Since the presidency's power declined relative to the legislature, it has failed to produce a single, focused civil space program. Budget shortage and lower priority for the civil space issues are the main constraints. Despite tangible benefits, such as scope of jobs and stimulus to the economy, most taxpayers consider space spending as a cost. The policy makers are unmotivated to invest as average economic returns are similar to other government spending of same magnitude.

International cooperation in space - new opportunities, new approaches
Article Abstract:
The end of the cold war has brought many positive developments. The US should take advantage of the situation and lead the way towards international cooperation in space. US space policy should be geared towards this goal as cooperative efforts in space is in the interest of the international community. The US can initiate a high-level international forum to discuss the feasibility of such an effort.
