Federal tax incentives and financing for the reusable launch vehicle
Article Abstract:
The production of a reusable launch vehicle (RLV) is a big investment. The government used to fund, own, and operate such ventures. Although it currently justs secures the services of RLV program, it still needs to invest in research and development. Private companies will assume the risk of manufacturing and managing RLVs. An incentive, through taxation, is necessary for businesses to consider the activity as a profitable business venture.

International market for a reusable launch vehicle
Article Abstract:
There are plans developed to create a reusable launch vehicle (RLV). One of the major programs is X-33. The aerospace industry will finance its development. The operation of RLV will be handled privately, thus, it is important to evaluate its future market. Private businessmen will base their decisions on the best offer. If RLV has the lowest price, it can capture around two-thirds of the entire trade of satellite market.

RLV economics: fiscal evaluation of NASA's reusable launch vehicle effort
Article Abstract:
NASA started its reusable launch vehicle (RLV) program to promote the commercial development of a single stage to orbit vehicle. One objective of this program is to reduce its cost compared to Space Shuttle. A RLV economic case study model was used to determine the program's success financially. Based on the results, research and development tax credit would be the best incentive.
