Guidance on assessing control - the CoCo principles
Article Abstract:
The Criteria of Control Board of the Canadian Institute of Accountants has published a summary draft for assessing the effectiveness of control systems and principles in organizations. Control in an organization, which comprises systems, resources, culture, and tasks, determines how effective the entity will be in achieving its operating and strategic objectives. The assessment system recognizes the specific problem areas that management needs to improve on. Internal auditors, management, and consultants involved in areas of control should find the draft useful in their businesses and the board is encouraging comment from those concerned until November 14, 1997.

A number of issues concerning the governance of public corporations have come to light as their role of developing wealth for shareholders is being reevaluated. The two areas that have come to attention include the ongoing escalation of executive pay levels and the lessening of the ability of the government to tax and redistribute wealth. Concerns of stakeholders have called attention to the need of corporations to check costs and recognize their obligations for the welfare of society.
