Manchester, England is seeking to make itself more attractive to investors through initiatives like Marketing Manchester. This body was set up by Manchester Chamber of Commerce, Greater Manchester Visitor and Convention Bureau, and Manchester Airport. An arts center involving a 127 million pounds sterling investment will be built at Salford Quays and will include the National Industrial Center for Virtual Reality. Central government is sometimes seen as an obstacle to the city's development in areas such as delays affecting the expansion of Manchester Airport.
