If we didn't have a Coast Guard we'd have to build one
Article Abstract:
A task force commissioned by Pres Bill Clinton to assess the future of the Coast Guard has unanimously found the service to be the best of its kind in the world. The advisory panel also found that the Coast Guard has compelling roles and missions in five critical areas and requires significant funding to be able to meet the demands that will be thrust on it. The US confronts many threats and challenges in its inland and coastal waters, territorial seas, exclusive economic zones and on the high seas. It is in the vital interestof the country to support the Coast Guard in order for the latter to adapt itself to future realities.

The Latin term 'Semper Paratus,' meaning 'Always Ready,' embodies the spirit of the people who constitute the Coast Guard. While the service is a deceptively small force, its expertise in border security and law enforcement, port safety, search and rescue and marine environmental protection is invaluable. Yet the service has concerns that the government must address if it is to maintain its high state of readiness. The Coast Guard has been neglected in terms of quality-of-life issues. It needs considerable Congressional funding to replace aging assets and equipment, and to recruit and retain high quality personnel.

The Coast Guard needs focus
Article Abstract:
The Coast Guard is being reshaped by three ongoing and far-reaching developments in the US. These include the changing national security calculus of the US and mounting population pressures leading to expanding sea use. These also include a new awareness and understanding of the Coast Guard's core competency, which is to uphold US maritime security and safety as well as the role of the US in ocean policy. The US Coast Guard Academy must therefore develop a broad-based maritime studies program that would support the service's growing role in political-military matters and ocean policy.
