Insolvency - permission to practice
Article Abstract:
On April 4th, chartered accountants will vote on rule changes that will achieve recognition of the Institute of Chartered Accountants of Scotland under the Insolvency Act of 1985. These rules would govern the circumstances under which members of the Institute could do bankruptcy work. This is mandated by the Bankruptcy Act of 1986 which goes into effect April 1. The conditions the Institute will be expected to maintain to do insolvency work include a continued education program with increased training in bankruptcy law and and examination in insolvency, the ability to demonstrate practical experience in insolvency work - a combination of hours and number of cases, and revisions to the Ethics Guide to include insolvency processes. What security, bonds or such that accountants will have to post is still up for discussion.

IT at the very Fringe
Article Abstract:
The Fringe Find expert computer system is interactive technology designed to help patrons locate events that fit their mood and schedule. The system was used at the 1989 Edinburgh International. The Fringe Find system provided the Festival Fringe Society, which provides support service, centralized ticket sales, and publicity for the Festival, with an enormous data bank of information. Fringe Find uses an expert system shell utilizing an interactive interface and dBase IV. The shell interfaces with dBase IV to access files and quickly provides patrons with information on shows that match their proclivities and schedule. The success of Fringe Find at the Festival indicates the ability of the public to use full keyboard computer applications.

Insolvency - permission to practice
Article Abstract:
The British Privy Council is considering new rules with regard to the Insolvency Permit Scheme and additional regulations related to who may be allowed to practice as insolvency practitioners. In the future, insolvency practitioners will be required to pass a state-administered examinations prior to obtaining permits to practice. The requirements for application as insolvency practitioners are detailed. Interested parties are advised to begin assembling their documentary evidence related to the membership requirements and to prepare their cases for permission in advance.
