Project management for the council tax
Article Abstract:
Internal auditors have found out that the implementation of taxation systems on the local level is often hampered by the lack of an efficient project management system. The imposition and collection of council taxes, for example, needs the services of a fulltime project manager who can adequately plan, organize, coordinate and control procedures and performance. An effective project manager is expected to be able to easily confront such problems as changed legislation and software delivery delays that affect implementation of taxation activities.

Councils 'could lose tax powers.' (call for tax reforms)
Article Abstract:
Local authorities risk losing their tax powers unless they formulate an independent tax acceptable to the citizenry, according to Finance Director Archie Gillespie of the Regional Council of Strathclyde, Scotland. He believed the introduction of a council tax would be beneficial, although it would still require designing ways to address nonpayment, collection, discount arrangements and rebate systems. Meanwhile, Labor party plans to reintroduce the old rates system met opposition from officals advocating amendments to the council tax.
