Learning from the mistakes of the community charge
Article Abstract:
Local government authorities in the UK may have great difficulty in the implementation of the new council tax, despite its relative simplicity compared to the previous poll tax. The greatest hindrance to the council tax may be the reaction of the general public to its implementation. This was one of the reasons the previous system failed, aside from the political controversy it caused in the national government. Prior to the implementation of the new council tax, therefore, local and national government authorities should review the causes of failure of the poll tax to avoid the same problems.

Revenues chief slams 'contemptuous' Tories
Article Abstract:
Institute of Revenues Rating and Valuation (IRRV) Pres Howard Longden criticized the Conservative party's performance in local government. Longden commented during the launching of the IRRV's Scottish conference that there is an alarming trend at discrediting council tax due to lack of public reaction. The IRRV president likewise showed disapproval over plans extending compulsory competition, tax reform and changes in council structure.

New fears over council tax information powers
Article Abstract:
Tax collection agencies will be given the power to gather information to determine who is liable for the new council tax. There are no grounds for the fear that the power could lead to an invasion of privacy since councils' powers will be restricted to obtaining information from the occupant, owner or manager of property. The only council tax information to be publicly available will be property value assessment.
