Les Samuels talks to CCH about future tax policy
Article Abstract:
Former Assistant Secretary of the Treasury for Tax Policy Leslie B. Samuels is pleased with the progress made at the Treasury and the IRS during his tenure. Revenues generated allowed the Clinton Administration to reduce the deficit and propose targeted tax cuts. He notes that Treasury can play an important role in tax reform efforts by both working on simplification of the existing system and analyzing the revenue implications of reform proposals. Simplification is important, but it is often complicated by revenue and fairness issues.

Article Abstract:
Kenneth W. Gideon, former Assistant Secretary of the Treasury for Tax Policy, believes the Treasury should continue to work toward efficiency and integration of tax procedures. The essential issue in the US economy is to reduce the deficit. However, this objective cannot be attained through tax policy alone and all economic stimulus programs should be considered in terms of the deficit. Another aspect of tax policy Gideon believes is essential is the adoption of tax simplification and fairness.

Taxation in Latin America: a brief overview
Article Abstract:
The countries of Latin America are developing tax systems that better reflect their desire to enter into the global economy. For the most part, this means that Latin American countries now rely less on tariffs and complicated transaction fees and more on income and value added taxes. Major differences between US tax law and common aspects in Latin American taxation are discussed.
