Mexico Leverages Free Trade

Mexico had a total trade of $349 billion which included exports of $40 billion in 1990 increasing to $166.4 billion in 2000, with 90% going to countries where it had free trade privileges. Now President Vicente Fox wants lesser trades in primary goods to more trades in high-end goods and high-paid jobs.

Mexico's oil resources are not open to foreign drillers, and inspite of not having cash to produce the oil itself, its legislature does not wish to raise the tax base, open the market to foreign investors, nor privatise Petroleos Mexicanos or Pemex.
