FNR has a Russian operating subsidiary and is incorporated in Bermuda. There is also a service company in London, England, and a holding company in Cyprus. The confusing structure is justified for tax reasons. The company lost $1.51 million in 1996, which was greater than forecast, and reported a loss for 1st qtr 1997. The company also has discovered more low-quality timber in its forest in the Kirov Oblast than it had expected, and is seeking to avoid an obligation to fell this timber, for which the price has fallen.

Finding the wood in Russia's trees

FNR is involved in Russian forestry and is quoted on the UK Alternative Investment Market (Aim). The company started operations in Nov 1995 and has analysed the lumber industry on Russia for two years. FNR has been granted two licenses lasting 15 years for felling timber in Russia. The work force is being trained by Swedish consultants. The company aims to acquire further licenses in Russia and is also studying timber processing projects and timber trading and could expand outside Russia.

A wooden performance: forestry has traditionally drawn private investors looking for tax breaks

Forestry has traditionally proved to be a poor investment, although some believe that it could become a star performing sector, with the rising demand for paper. Poor returns had been largely hidden from investors until 1994, when an index of forestry returns was published by Investment Property Databank (IPD) for the first time. The government continues to offer generous incentives for investing in trees, but tax reliefs have only modified loses.
