A number of personal pension providers are using direct sale methods in the United Kingdom, and this has been a significant development of the 1990s. There are nine providers of direct pensions, including Virgin Direct and Abbey National. Charges tend to be lower for this type of pension and this can increase the size of payouts. Charges could still rise during the pension term which could last 30 years. Lower charges are especially important for savers nearing retirement since they have more impact on performance for short periods, and traditional charge structures tend to hit the first years of the pension.

Serps: investors return to the fold

The United Kingdom government pays a rebate on national insurance contributions to investors who choose not to be part of the state earnings related pension scheme (Serps). Pension fund investment returns have been affected by tax changes that come into effect from 1999. This has led to calls for the Serps rebate to be increased, to offset the impact of lower returns. The decision whether to stay in Serps is affected by a number of factors such as earnings and age, but more people benefit from staying in Serps following the tax changes.

More than 60 life insurers operating in the UK imposed flat-rate charges which hit small pension funds. Flat rate charges may be as much as 60 pounds sterling annually and high charges can erode more than investment growth for small funds. Some insurers have never levied such charges and they include Equitable Life, Clerical medical and United Friendly. Other companies do not plan to take action on this issue and they include Winterthur, Century Life and M and G.
