Article Abstract:
The European Commission (EC) plans to double research spending between the years 2007 and 2013 as a part of a package of spending proposals that required a substantial overall increase in the EU's budget. The plan was practically ignored during disputes that focused on the rebate on the UK's annual contribution to the EU program and France's refusal to consider cuts in aid for its farmers.

Germany biotech gets second chance
