Pre-submission conference pilot program for technical advice issues
Article Abstract:
The IRS Revenue Procedure No. 97-21 creates a new pilot program that permits pre-submission conferences with the National for issues being prepared by a district director or chief of Appeals for submission for technical advice. The program is aimed at expediting the processing of a request for technical advice. The pre-submission conference facilitates the joint effort of the IRS National Office and district personnel with the taxpayer at the early part of the process, enabling all parties to set the acceptable scope of the request, identify the facts to be incorporated in the request, determine if collateral issues should be included or excluded, and address substantive or procedural considerations. A request for technical advice is acceptable if the facts are well developed and the subject is unique, intricate or not covered by any current Service position.

The Intergovernmental Conference (IGC) is an important event although discussions that took place since its launch in Mar. 1996 have so far been insignificant. It offers the promise of resulting in decisions that can have a momentous impact on the European Union. To realize its potential, the ICG should not concern itself with just streamlining institutions and decisionmaking governance. Instead, it should clarify a host of issues crucial to the deepening of the integration of EU.
