Privatisation: The Wandsworth Experience
Article Abstract:
Wandsworth Council in southwest London, England has been one of the local authorities experimenting with working with the private sector in providing public services. Cost savings, management guidelines and costs comparison are part of the experimental data collected. The privatization has proved to be cost saving but the unions are arguing that the services are of lower quality. Several cost saving factors are important in addition to the labor cost and need to be adequately included in cost comparisons. Cost increases occur but are generally not applicable to local authority budgets. Other advantages also occur. Overages are disallowed as contracts state maximum prices the authority will pay. Trade disputes are more easily handled. Some private contractors have found efficient cost-cutting methods of providing service and have passed this on. Relations with community have changed favorably due to increased interaction. Guidelines in choosing contractors are included. Some misgivings are stated. Plans to extend privatization into technical and professional service areas are being developed. Less risk in this changeover is expected.

Corporatism and intraprofessional hegemony: a study of regulation and internal social order
Article Abstract:
The accounting profession in Canada is becoming increasingly interdependent with the state in regulating economic activity. The control of the Canadian accounting profession, in terms of Gramsci's theory of hegemony delineating moral and intellectual leadership, is both mandated and nurtured by the corporatist structures of Canadian business. The state, by extending privileges and hegemony to the accounting profession, is able to coordinate the actions of the accounting profession and exercise control over the economy. Research into public accounting regulation reveals that the social order of the profession is impacted by state, market, and community forces.
