Article Abstract:
Local authority associations are generally not in favor of the UK Department of the Environment's proposal for the privatization of local services. Groups such as the Chartered Institute of Public Finance and Accounting, the Society of County Treasurers, the Convention of Scottish Local Authorities and the Association of Direct Labour Organisations want to delay privatization until local governments have had sufficient time to prepare for it, both financially and on a management level. Even the UK Audit Commission for Local Authorities in England and Wales is not pushing for immediate privatization.

The inevitability of the internal trading market

The Norfolk, England's County Council is in the process of setting up an internal trading market and transferring power to direct service organizations (DSOs). With a comprehensive plan for converting its central professional services into DSOs, the Norfolk County Council will grant DSOs their own budgets and will evaluate them according to the returns they gain. Norfolk County Council Chief Executive and Clerk Barry Capon says that all these are for the benefit of the residents.

The Chartered Institute of Public Finance and Accountancy (CIPFA) is offering an advisory service for professional compulsory competitive tendering (CCT). Ian Wood, steering group chairman, discusses the need for service bidders to develop the right culture and organizational ethics to increase competitiveness. Wood cites a specific example of managing CCT based on his experience as Finance Director of Wirral MDC.
