Putting out the CAT

The British government launched individual savings accounts (Isas) in 1999 and also brought in new quality standards called CAT standards. These CAT standards involve no initial charge, while annual charges should not reach a total of over 1%. Profit margins would be affected by companies offering products complying with CAT standards, so most providers appear to have relied on strong distribution channels, and few funds have been launched that comply with CAT standards. CAT standard funds offer low costs, so non CAT standard funds have to perform exceptionally well to compensate for this, and they have yet to do so.

Investors can use United Kingdom individual savings accounts (Isas) as part of an investment portfolio, and Isas can allow for more diversification than the previous scheme with tax advantages, personal equity plans (Peps). Both Peps and Isas are wrappers for products such as bank accounts and life insurance. They can also be used for investing in stocks and shares, especially for investors interested in the long term, though dealing charges should be taken into account.

The ins and outs of Isas

United Kingdom Individual Savings Accounts (Isas) are designed to attract savers on lower incomes and the young, and will have more flexibility than previous UK savings schemes with tax benefits. Details of Isas will be revealed on Mar 17 1998. Isas will replace personal equity plans (Peps) and tax-exempt special savings accounts (Tessas) and there could be administrative problems for investors transferring assets from Tessas or Peps to Isas.
