Russia in its March 2004 poll by the All-Russian Center for Public Opinion Studies showed that Russians felt that the fight against poverty was an important task facing the country rather than economic growth. By making the hydrocarbon giants in Russia to pay hefty tax bills, allows the Kremlin to tell the oligarchs who is the boss and provide the government with resources to pursue a second-term social agenda.
