Regulator's light touch pleases BT investors

The UK Office of Telecommunications (Oftel) plans to lessen the regulatory burden on British Telecommunications (BT). BT claims that price reduction targets are still strict but UK financial markets have responded favorably to the regulator's proposals and BT shares have risen in value. BT has yet to give a comprehensive response to the regulator's proposals. The company has stated that in principle it favors a move toward deregulation embodied in the proposals.

British Telecommunications (BT) aims to acquire MCI Communications and set up Concert. MCI is seeking to expand in the local market from a strong position in the long distance market. Deregulation means that MCI's long-distance market share could be eroded and price competition could hit profit margins. Shares in other telecommunications companies have risen as a result of the bid announcement since some analysts see consolidation as likely to occur.

City welcome for Bonfield

Peter Bonfield has been appointed chief executive at British Telecommunications (BT). He is also expected to be appointed to the board of MCI, in which BT holds a stake of 20%. MCI and BT have set up Concert, a JV which offers communications to transnational corporations. Iain Vallance moves to become chairman of BT from being the company's chief executive. The division of responsibility between Vallance and Bonfield has not yet been clarified.
