Role of empirical evidence in US/Canadian dispute on US imports of wheat, wheat flour, and semolina
Article Abstract:
The US/Canada wheat dispute studies made by the US Department of Agriculture (USDA) and Canadian Wheat Board (CWB) were compared to the analysis made by US International Trade Commission (USITC) staffers. The USDA/CWB analyses was based on the opinion by industry experts without any supporting analysis. On the other hand, USITC presented an empirical model that estimated wheat program costs effects in the US.
