Size and administration costs in the voluntary sector: a note
Article Abstract:
The economic and social importance of the volunteer or civic sector is generally recognized. Dominated by charities, it has been called the third sector since it does not fall under the public/government sector or the private/market sector. Given the vital role it plays in society and the economy, an effort is made to examine the growth and administrative costs of the organizations in the volunteer sector. Findings indicate that larger charitable institutions enjoy economies of scale. This suggests that rationalization of charities can benefit their beneficiaries and their donors.

Charity accountability rules and annual reports in Hong Kong: a note
Article Abstract:
The financial reporting practices of Hong Kong's charitable institutions were examined using a random sample of 91 annual reports. The findings show that 93% of the charities surveyed presented a balance sheet, 74.7% disclosed accounting policies, and 74% reported using the accrual accounting method. Thirty-five percent employed one of the Big Six accounting firms as external auditor, and 26% recognized depreciation in their financial statements. Only 5.5% submitted a cash flow statement.

Article Abstract:
Regulations governing the accounting of charities underwent significant changes between 1995 and 1996 when the Statement of Recommended Practice Two Accounting by Charities was adopted. Although the regulation has resulted in improvements in the accounting practices of some charities, many mistakes and poor accounting procedures were found still to be in operation.
