Technology assessment in space activities: status and outlook
Article Abstract:
Technology assessment (TA) plays a very important role in guiding political decision makers on issues concerning technology by building a bridge between political and scientific reasoning. The systematic application of TA studies on space programs is of recent origin in Germany, an ideal example being the study of the Sanger space transport system. However, in the absence of a frame of reference and future goals, TA studies have limited impact. Rapid realignments in international relations warrant a change in space policies. TA can help redefine these policies.

Commercialization of space activities: legal requirements constituting a basic incentive for private enterprise involvement
Article Abstract:
A legal framework which clearly delineates liabilities and an arbitration mechanism are important for the complete privatization of space activities. National and international legislation combined with liberalization and deregulation will spur private sector involvement in space activities. Effective settlement of disputes on space contracts will boost private sector participation. The Moon Agreement needs to be reworked to accommodate private sector involvement.
