The US National Space Transportation Policy: issues for Congress
Article Abstract:
The implementation of the National Space Transportation Policy can lead to conflicts between the National Aeronautics and Space Administration (NASA) and the Department of Defense. The restrictions on the conversion of long-range missiles to space launchers will probably increase competition from Russia. The effectiveness of the inclusion of the private sector in space transport decision making and funding will depend on the actions taken by the government.
