The backlash against savings handouts
Article Abstract:
UK savers have taken up schemes which offer tax relief. This costs the tax authorities 600 million pounds sterling for personal equity plans (Peps), and 350 million pounds for tax exempt special savings schemes (Tessas). Critics argue that this type of tax relief does not increase the total level of savings in the economy. Tax relief increases wealth for savers, but this could encourage them to save less because they can afford to consume more. There are also other factors affecting saving which cannot easily be separated from the effect of tax relief, such as income, uncertainty and culture.

Article Abstract:
US elections for Congress could have a major impact on elections. The Democrats could achieve control of Congress as part of a wave that takes Bill Clinton back to the presidency. This could affect share prices since there could be legislation on the environment, healthcare and other issues. The Democrats may not be more likely to create large deficits since they are opposed to tax cuts. There is still risk that fiscal policy could be geared to winning support from voters and this would affect the bond market.

City gets ready for the American way

California Public Employees Retirement System (Calpers) is sending representatives to the UK to meet fund managers and firms. Calpers is the biggest US public pension fund and plans to boost overseas holdings to 20% of assets from 15%. The fund aims to improve management practices in companies it invests in. Calpers has sought to link pay of executives with their performance and can influence other shareholders as well as deriving power from the size of its stakes.
