The implications for employment conditions of foreign direct investment in Saudi Arabia: lessons from the Saudi Arabian basic industries corporation
Article Abstract:
The Ministerial Oil Committee carried out a review of foreign energy investment policy in 1999 to develop a new oil and gas strategy. Subsequently the Saudi Arabian authorities informed international oil companies that they were interested in investments and joint ventures in natural gas, power, refining and petrochemical projects. Of particular interest was the production and industrialisation of natural gas. To what extent is there a conflict between this desire to encourage foreign investment and the policy of Saudi-isation of the labour force? Much can be learnt from the experience of the Saudi Arabian Basic Industries Corporation (SABIC), as its companies in the fields of petrochemicals, fertilisers and steel products involved foreign direct investment. This research involved a survey of 312 SABIC employees, both Saudi Arabian and foreign, to ascertain their attitudes to pay, promotion and training. (1) The employees surveyed worked for joint ventures involving American, Japanese, South Korean and Taiwanese companies. Local nationals appear to have benefited from the training programs offered by SABIC under the government's Saudi-isation policy, and the majority were satisfied with the mining they received.

The islamic model of administration: strategy, implementation and implications
Article Abstract:
A model of an Islamic administration is presented in this paper. The emphasis however is placed on the strategy, implementation, implications and possible emergent problems arising from its implementation in the contemporary Muslim world. The author has taken upon himself to answer some tough questions such as: How can plans and programs be implemented? What are the formal and informal ways? What are the implications as to what must be changed and who are the change agents? What is the impact of such changes on the societies involved? These and other questions make up the bulk of this paper.
