The Joint Common Missile (JCM) program would be facing the prospect of burning out by 30 September 2005, as the Pentagon would stop its funding, unless Congress acts fast to keep the program moving. Lockheed Martin Corp. is preparing JCM for yet another test, called the critical design review (CDR), which allows JCM to fly several full-up tri-mode seeker missiles in that demonstration.

Lockheed submits ACS fix plan to army: Outlook cloudy
Article Abstract:
Lockheed Martin Corporation has presented the US Army with a plan for putting the Aerial Common Sensor (ACS) program back into action but a cloud of doubt hangs over the program. The Embraer ERJ-145 aircraft, after discovering that the aircraft Lockheed Martin planned to use for ACS couldn't carry the weight of the ACS gear, the Army had issued a stop-work to the company.

Air Force may have leaked PBD 753 - Hill source

A Pentagon document, Program Budget Decision (PBD) 753, proposing substantive cuts in the Department of Defense (DOD) budget might be leaked by the Air Force in its efforts to protect favored programs. It is assumed that the leaking of PBD 753 might be an attempt to establish conventional wisdom that defense was taking a big hit in the budget.
