Towards an official gilt strips market

The investment community supports the proposals of the Bank of England and the Inland Revenue to create an official gilt strips market. Treasury minister Anthony Nelson claims that the move will benefit investors by giving them greater freedom to construct their portfolios. He contends that a gilt strips market will also benefit pensioners, policyholders and taxpayers by reducing yields and debt interest costs. The central bank and tax agency have published separate consultative documents that outline their plans for the stripped gilts. The Bank of England's paper, titled 'Strips and New Instruments in the Gilt-Edged Market,' discusses the unique characteristics of an official gilt strips facility, as well as the potential demand for new types of gilts. The Inland Revenue document, 'The Taxation of Gilts and Bonds,' outlines the changes to the present tax regime that are needed to pave the way for the creation of the new gilt market.

Looking for a flexible career for life

People may be able to solve many of society's problems by finding innovative ways of 'working smarter, not harder.' If they can work shorter hours, or more flexibly, then they can hold several jobs and increase their employment security. In addition, they will be able to spend more time with their families, work longer during their lifetimes, develop interchangeable skills and maintain their level of enthusiasm for work. The need to work long hours is a holdover from people's job insecurities in the late 1980s. Many work harder and harder so that they will not lose their jobs. However, the usual trade-offs are less time with family and, eventually, poorer quality of work. Companies should be concerned if they have employees who are consistently working beyond regular office hours. This could indicate work inefficiency, fraud or fatigue-caused mistakes.
