UK housing: relief in sight

The UK housing market could revive in spring 1996, according to HSBC Markets. Rises in interest rates from Sep 1994 amd Feb 1995 have increased the cost of home buying and led to concerns over further increases in the cost of mortgages. Tax increases have also reduced disposable income and have hit mortgage tax relief. Base rates look set to fall and the Nov 1995 Budget may include measures to stimulate the housing market. Tax reductions and a drop in interest rates could increase confidence so aid the housing market.

UK house prices could increase by 40% in the seven years from 1996, argues Legal and General. This will be a rise of between 14% and 15% in real terms. Mortgage rates are low, houses are cheap and broad money is growing. The link between real gross domestic product (GDP) and house prices was affected by monetary shocks in the 1990s, 1980s and 1970s, but stabilization may ocur as inflation becomes more subdued, and this means that declines in house prices are not likely, and nor are major rises.

Investment in commercial real estate in London, Engalnd, is unlikely to reach levels seen in 1997, during 1998. A survey of bankers sees UK investment in this sector in general as unlikely to reach 1997 levels. Investors are more optimistic about London real estate than are bankers, and there is a majority belief that equities will perform better than real estate in 1998. In-town offices are favored by bankers, though they are not keen on speculative office developments.
