Article Abstract:
The author discusses fiscal year 2000 budget proposals and focuses on the likely noninclusion of revenue raisers in the final bill. Existing budget Social Security surpluses will be allocated to Social Security. The Clinton Administration's budget proposal included several revenue raisers, but Republican reaction was generally negative. Education incentives and revenue raisers in the Roth education bill are also discussed.
