Programmers are urged to consult attorneys to obtain specific written agreements that specifically outline Web site projects prior to undertaking new jobs. Stephen Hollman, an attorney at San Francisco's Arter & Hadden, reveals that Web site sales are marketable goods and that any sale of goods valued at over $550 that lacks written contracts is unenforceable and thereby constitutes fraud. Programmes that charge $550 or above for Web sites, therefore, must enlist explicit contracts that stipulate their respective fees. Written agreements should detail all prospective jobs to alleviate ambiguity. Contracts should also clarify precisely who owns original technologies that are developed while constructing a Web site. Although legal fees for drawing up such contracts are not standardized, most attorneys' hourly fees can accumulate to between a few hundred to a few thousand dollars per project contract.

High-speed Internet connections are a part of the future, but not of near future. The biggest prohibitor to widespread high-speed access is not a technological problem, but a social one; mainstream users to do not value online access highly enough to justify the cost of adopting high-speed access. Consequently, organizations hurrying to build broadband and high-bandwidth sites are doing so unnecessarily. Because of the widespread usage of 28.8Kbps modems, the most popular sites, portals and search engines are those with few graphics, which are fast to download and provide quick service. The exceptions to this rule are sites like Disney, who advertise heavily and have special franchises.
