BPM, certified mail face double-whammy rate increase

The Postal Rate Commission (PRC) has approved rate increases for bound printed matter (BPM) and certified mail but has denied a US Postal Service (USPS) request to hike postage rates above levels that took effect on Jan 7, 2001. BPM mailers could face another round of increase aside from the 17.6% average increase once the USPS' Board of Governors accepts the PRC's decision. The PRC said its action resulted from an error by the USPS after the former announced its original recommendation. PRC spokesman Stephen Sharfman said the two changes will bring in $83 million in new revenues.

A group of 13 people representing different consumer and political groups has forwarded a representation to the United States Postal Service Board of Governors regarding the proposed postal rates reform. The draft contains six required elements for postal reform such as financial transparency, price stability, cost control, elimination of unfair competition in non-postal markets, consolidation of facilities and cutting costs, and fully independent audit.
