Board of governors key to USPS' future

S. David Fineman, a member of the board of governors of the US Postal Service (USPS), has been nominated as a judge to a US federal district court by Pres Clinton. Fineman's nomination brings to three the number of members of the nine-man board who have terms expiring by 2002. The board, established in 1970 during the agency's reorganization, have the power to hire the postmaster general and direct the organization's expenditures and future direction.

Reform must tackle the issue of costs
Article Abstract:
The recent reforms to the United States Postal Service regulations are examined critically. It is observed that the reforms should have addressed the problems of rising labor costs and declining mail volumes. Instead Congress chose to allocate the costs to sub class level.
