PRC: cut Bulk Parcel Return rates 13 cents

The Washington-based Postal Rate Commission (PRC) has recommended a $0.13 reduction in the Bulk Parcel Return Service (BPRS) rate. The BPRS rate is the amount charged by the US Postal Service to mailers who return unwanted machinable Standard-A Mail parcels under a pound in weight to their senders. The PRC, which signed the recommendation on Apr 14, 2000, said that the flat fee of $1.75 per pice is simply too high and must be reduced to $1.62 per piece.
