Capital receipts are too crucial for party politics
Article Abstract:
Politicians from a wide range of backgrounds agree that the government should ease its restrictions on the use of capital receipts. This should apply not only to future receipts, which may be relatively low, but also to the more than 6 billion pounds sterling of existing receipts being blocked by the Treasury. This money could be used to implement a national housing programme, but is at present unusable, because of Treasury regulations which state that capital receipts are 'negative' public expenditure. However, the housing crisis is now getting so severe that there is no longer any justification for not releasing these receipts.

Assumptions and illusions - and no recovery
Article Abstract:
The UK Chancellor's Autumn statement will not stimulate the economy enough to end the recession. The cut of 1% in interest rates and 750 million pounds sterling package for the acquisition of vacant properties is not enough to halt repossession and mortgage arrears. The 1.7 million pounds sterling housing association programme will not meet total housing needs and not help the construction industry. The chancellor's projection of 1.75 billion pounds sterling for 100% receipts on council house sales, land and other council assets is optimistic.

Cooling off from the Westminster hothouse
Article Abstract:
The Parliamentary recess is a welcome break for members of the Government who have been under pressure from their own backbenchers on the economy and Europe. The Government appears to lack direction and the will to take action to reveve the economy. However, some of the backbench proposals are unhelpful. The best measures would be to realign sterling within the European Exchange Rate Mechanism and revive the domestic construction industry. The Government must also overcome internal division on the Maastricht Treaty.
